"Creation" refers to a change of property thus creating a new system. It is very much a scientific term. On the other hand if we decide on a moment of creation of personality at parturition, then I need to remind you, that babies were known to be born at 4.5 month of pregnancy, exactly 4.5 month too early and lived. And what about a c-section? If it is possible to select a moment of parturition and still deliver alive baby, then any time would a good time to call it a moment of creation. >From biological point of view, a moment of creation starts at conception, and not earlier, nor later.
