I think your mis-understanding Grant but I can see where the 
confusion is comming from. He calls it a double tax, because tax has 
already been used to fund the road, and now a toll is going on the 
road aswell. Having a tax and a toll. I find it unproductive to go 
into debate over this word means this that words means that. 

I think we should all try ot say what we mean, so we mean what we 
say, but when some one says something try to read what the mean as 
best you can.

Toll roads are fine and dandy, but is it right to make you pay for 
the raod with taxes, and then toll you for what you already paid 
for? To set that standard may not be best, to say no to a Tax then 
Toll may encourage a future were there is only a Toll and no Tax, as 
you have already expressed a desire in supporting. Baby steps, based 
on logic and the situation around you, not braod generalizations. 
Its the smart way to go.
