The Kuwaitis don't matter in this context. They died in a dispute between them and Iraq after the Kuwaitis practiced slanted drilling over the Iraqi border and stole oil from Iraq. Any Kuwaitis who died in that conflict have nothing to do with America, and America isn't here to defend them or to take part in their dispute.
