I suppose that's possible, but it's statistically very unlikely.
It's much more likely that you are not interpreting "drug-war
victim" sufficiently, or not writing as honestly as you say (I
seem to remember some problem with the credibility of your word).
Judging from your own writings, you apparently move in fairly
large circles of people. I have no way to know the size of your
family, but surely amongst all your friends and associates there
is more than one who has been adversely affected by drug laws. I
suppose it's also possible that you do not know them well enough
to be told. 

 

What exactly happened to your friend?

To be fair, I'll answer your question honestly.

I know one individual, prominent in the libertarian movement 
who is a close friend of mine, who has been a victim of the drug
war.

I know one individual whose brother was a victim of 9/11 - died
in 
the Twin Towers.

So, it's even 1 to 1.
