Let's get very, very specific here. You are somewhat correct. I almost agree with you.
Problem is, the Government of Mexico would almost undoubtably view any incursion whatsoever onto their territory as an "invasion" and would surely respond. So, we'd be left with two choices; sit on our hands and do nothing, and thereby encourage even more incursions by the Azteca radicals, perhaps in Brownsville, Del Rio or Laredo, or attack and risk an almost certain counter attack by the Mexican Army. Could you conceive of a situation whereby if the US went into Chihuahua to hunt down Azteca radicals, the Mexican Government would not respond with the Military?
