Not exactly. Guilt by one party would not excuse guilt by another. Just because a rocket may have came out of an area does not give Israel any right to punish a village in that area later. Nobody gets a free pass to murder children. The only way the Israeli response could be lawful, would be if the Israeli military had reason to believe that Hezbollah soldiers, with more rockets, were inside the homes which the Israelis blew up, at the time when the Israelis blew them up.
