Murray would madate that Health Insurance companies treat all age 
groups as a single pool, that has proven to be a disaster, he would 
repeal all medical licence laws which is a very good idea and alter 
tort laws to make it easier to write legally binding no sue clauses, 
which is a good idea ezxcept in the case of clear fraud or force( 
such as a doctor rapeing a patient). Thought maybe should be into 
only charging the sales tax to limit liablity and corporate retailers 
and  maybe in exchange a person would sign a no sue waiver of 
corporations and LLC for the Citizens dividen and a business could 
automatically be incorporated by charging the sales tax if it wanted 
to and non  retail business and non profits could automatically be 
incorporated when  a certain percentage of their revenue came from a 
business charging the sales tax. No business or nonprofit by law 
would be require to incorprate and no one would be required to sign 
the no sue waiver if they were willing to not collect the citizens
