Absolutely.  Lawsuits and legislative advocacy are also action.

The libertarian movement is much bigger than the Libertarian Party. 
It also includes organizations like the Cato Institute, Mises
Institute, Institute for Justice, Advocates for Self-Government, and
Republican Liberty Caucus.  And of course the activites they champion.

My point wasn't that electioneering is the only valid form of action.
 My point was talking without action is a waste of time.
