You can never stop immigration to a welfare state. So instead of figuring out ways how to punish those people you guys should be focused on throwing out the welfare state.
Talking about market forces together with welfare state is just absurd. The welfare state perverts the natural state of the market. People may come to welfare state just to get the stuff you provide them with for free and of course the people who actually do want to do improve their lives by working hard and improving themselves to better provide the job market what it needs get also get blamed. You always need such hard working people. Those are the good kind of immigrants :) Fight the ones that want stuff for free. You can only do that by throwing out the welfare state :) Also the notion that if you free up the borders people will massively flood your country is absurd. Estonians as EU members can pritty much work anywhere they want in EU. Because of our low GDP that theory would presume that we would all run to whatever EU country where we could get jobs. Yet the people working outside Estonia has remained constant since the independence in 1992. Roughly 30 000 people work outside Estonia and that is less then 5% of our current work force. Kicking out all the immigrants will just result in more hatred against the US. Or is the objective to eventually piss off every non American?
