That is the reason the bank never calls. The money is always there. Which is exactly why I am upset at the Republicans for voting to raise the ceiling. The Ceiling is the limit and they obviously do not have motivation to curtail spending when they are below it. Therefore we need to stop raising the limit and provide that motivation.
