I was born in 1977. Most of my life this is what I have seen. I do not remember the reagon years well, but looking back I see that he promised smaller government, but signed into law the each year a larger budget than we had ever seen in the past. Then Bush came. he promised smaller government and no new taxes. He increased taxes and oh yeah, signed into law a larger budget each year he was in office. A couple years later we got a GOP controlled house. They ran on their contract with America which to a large degree was about smaller government. They passed on larger budgets for Clinton to sign than we had ever seen before. Then a few years later we got a republican controlled senate and white house and the spending has increased even more than it was in the past. My entire life I have heard nothing but 'smaller government smaller government' from the republicans. They debate about it and pretend that they really want it but each and every year they give us larger government. they find an excuse each time so that the voters keep voting for them. Actually the GOP has a pretty good history at it too. they were the party of big goverment from its inception through to the new deal. They took a break for a while but gave up pretty much after Goldwater lost. maybe sooner.
