From the SQLite home page - > Download.
You need the sqlite-amalgamation-x.y.z.zip for the header files (I've copied 
them to C:\MinGW\include and the sqlitedll-x.y.z.zip for the DLL and the DEF 
file (copied to C:\MinGW\lib)

Nothing more than ./configure --disable-utils --with-backends="sqlite3"

Yes, Markus helped me to find a bug in the DLL loading code.
