For now, would this addition help?
+ Anyone may propose a new package to the library, and list themselves
as the initial committers for the package. The vote on the proposal is
then also a vote to enter new committers to the subproject as needed.
I had actually thought this was implicit, but it may help to say it. So,
people (including committers to other Jakarta products) would be
explicitly invited to prepare and submit packages to the library, and
when the package was accepted they would also be accepted as the
package's committers (assuming that's what they wanted ;-).
Of course, the initial list could also include volunteers who were
already committers to another library package. Mix and match.
