I read this as - A component is created and maintained as an individual
sub-prouduct by a set of 'component committers'.

I interpret what you were saying as indicative as one big CVS tree with
separate packages in the Java sense.

To me, that isn't a component - a component will contain multiple
packages, or can, anyway.

Why do we consider it frozen?  Weren't all changes by majority approval

I assume then that would simply be the vote to submit?  What else would
you ask for a vote on if you consider it complete?
