The sandbox CVS in the current Commons proposal is open to all Jakarta
committers. 

20. A CVS repository will be available to all Jakarta committers as a
sandbox for new packages. Before release to the public, a sandbox
package must be accepted to the library, or sponsored by another
Jakarta subproject.

This is not expressed in the proposal. If it is important to you, please
submit a patch so that we can vote on it.
