I don't think that's what we're saying. We're saying
that the Commons committers will vote whether or not
sandbox code has demonstrated sufficient progress and
independence to be moved into the Commons project,
along with its committers. The component committers
still have control both while in the sandbox and
(essentially) when in the Commons, but the Commons
committers have to decide if a project is appropriate
to move from the sandbox to Commons.
This is to prevent other subprojects from adding
components that are not really designed for general
use to the Commons. For example, we want one or two
really good connection pools of general use, not the
Struts database pool and the Turbine database pool and
the Foo database pool and the Bar database pool.
Somebody has to make sure that other subprojects leave
their baggage at the door and design with reuse in
mind.

I think this is a misconception. The same component
developers involved in the sandbox development will,
by and large, be involved in the Commons development.
The whole group of Commons committers only vote on
whether or not to induct a component into the Commons
repository.
