What is the difference?  Wouldn't that shared control be effectively a
group of people, committers, who control it's fate?  So what if they
come from different projects - they still are the committers that work
on the component...

Is there really a difference?

Sorry, I don't buy that assertion, mainly because the only 'other
solution' you offered is operationally the same as the first.
