  The phpGroupWare standards look pretty reasonable to me, and the 
document is a lot more concise and easily readable than the GNU 
standards document (bearing in mind that a short bullet-pointed list is 
far more likely to actually get read and understood by people than a 
large document).

  As long as there's nothing in this which conflicts with the GNU 
standards (I didn't notice anything and it seems unlikely since, as you 
say, phpGroupWare is a GNU project) then I'm in favour of adopting it.

  If there are no objections I'll see about bringing the current 
code-base in to line with these standards at the weekend.
