Of course, there's a one-time cost of determining which language is covered by which fonts, and that's something we would like delay until the first time the user needs to choose a font in that language (although we could do it earlier); and there's the need to update the categorization/filtering when new fonts or versions of fonts are introduced. Bugs often require new development - sometimes even large amounts of it, when functionality which is already supposedly offered to the user isn't actually, or properly, available; or when functionality must necessarily be offered to the user is missing. In this case - users need to be able to select a typeface which they can use with their chosen language - chosen on the same dialog. That's an easy position to take when 99% of Western language typefaces cover the English alphabet.
