I have been through this as an IT professional for many years, and the outcome has always been “Writer is not consistent in detailed editing, so we shall stick to MS Word” So if the logic is as you said - which is nowhere documented AFAIK - the BUG is to let the ¶s selectable and to allow formatting them from the toolbar!
