After introducing the data by the Import Text dialog, you can still format the cells as Text, and then edit the content. There are ways to achieve the goal (e.g. keeping "02" as Text, instead of Calc parsing the edition as a numeric value). Additionally, I just tested opening a CSV with a "column" of "numeric-like" values; when the Import Text dialog opened, I set the column as Text in the dialog.
