Please read the opening comment again. Indeed, they are, practically - but if
you enter Format > Cells... > Numbers , you'll find it's "General" that's
selected; and if you make a change, the "General" formatting will be applied,
removing leading zeros for example.

However - it's true that this is not properly reflected in the bug title. I'll
rephrase it.
