No. What I am saying is that I open a csv file, in the Import Text dialog I
select the column as Text, the data is imported correctly, and when reviewing
the resulting cell format, it is shown as '@' (without quotation marks). I then
edited one of those cells, and the format remains (i.e. the leading zero is
kept, and the cell format is still '@'). Then I saved the file as ods, reload
it, and both the format and the display are kept as intended.

IOW, I do not reproduce the behavior you describe in comment 0. There is no
problem. This is on a recent LO Dev 26.8 on Windows.
