When the Navigator "by page" mode was reworked, the page counter movement got its spin box. Its behavior matches the 'Go to Page' dialog for increasing and decreasing the display page (copied source, not a shared widget). It used to have the same forward backward button controls of the other "navigate by" modes of the Navigator deck, the directional buttons were removed as the "by page" flavor overloaded its spin box motif, simplifying and matching the go to page. No need to restore the directional page movement buttons, the spin box motif is adequate and was adopted to make the UI more concise. Direction of movement was considered by devs. (https://bugs.documentfoundation.org/show_bug.cgi?id=141728#c47) See no need to revisit, and to accept normal spin box behavior for the page movement buttons.
