Yet the built of the TOC (table of contents) depends only on the name of the
style "Heading 1" etc. Hence only one style can be responsible to one heading
level. 
Instead there should be an attribute in the style "use for heading level ..."
with a numeric value 1... The value 0 can be used then (internally) to mark "no
heading style".
Similar it can be used to control numbering of the headings (or just also
numbering any other chapter, whereby for that a little bit more reasoned system
of attribution may be necessary.)
