If I understand you correctly, both things are already possible. 

When you edit a paragraph style, on the Outline & List tab you can set an
outline level, so it's already possible to have an arbitrary number of
paragraph styles for each heading level (numbering them is a different problem,
though, as only the main style can be numbered through Tools → Heading
Numbering; the additional ones need to use list styles). 

About starting a heading on a left/right page, in the Text Flow tab of the
corresponding paragraph style you can associate to that paragraph style an
automated page break that change to a different page style, and that page style
can be "only right," for example (blank pages will be inserted as needed). Then
you can set that "only right" page style so it's followed by the "main" page
style for your document (which is followed by itself).
