FWIW, I do not like the result I see in attachment 208285. In particular,
having to read a long comment when in "hover" mode will be uncomfortable when
the width of the comment box is short. There are additional issues / bugs when
freezing panes.

There are 3 possible sizes (or 2 widths and 3 heights) for the comment box:
"edit", "hover", and "show". They answer to 3 different situations / purposes.

Depending on the length of the content of the comment, the size might be
adequate (in each situation, for each purpose), or might not.

According to attachment 208285, you seem to be matching the "show" and "hover"
widths to be as short as the initial "edit" width. That behavior can be
uncomfortable, depending on the length of the content of the comment box.

The initial width for "edit" is adequate for short text; for longer text, the
height of the comment box gets longer while maintaining its initial width.

At any rate, if you edit the width of the comment box after its initial
creation, then all 3 statuses will use the same width for that comment.
