I have never seen that behavior since LibreOffice 7.5.9.2 which was the last version on both Windows and Linux for me. This bug started with the Author information that was added in LibreOffice 7.6.x. I attach a file with 3 different screen dumps merged into one file to better see the problem. I added another comment in cell B1 to better demonstrate the problem. The problem is a lot bigger when there is a push button on the sheet but even without the push button I think the width of the comment that the user choose should be the one that is also displayed when hoovering. I can also mention that I have never seen a comment auto grow horizontally when adding much more text into the comment. The only time I have seen a comment auto grow is to fit the author and time information onto the first line of the comment which is not desired if author information anyway is hidden by the user. To make the comment wider the user always has to manually enlarge the comment horizontally at least it is what I have seen since OpenOffice 3.2 which is the first verion I used before LibreOffice was born.
