I have attached a video that shows the problem. At least, the issue, that I have been talking about. I cannot speak for the user Chris Hale. In my video you can see that the formatting is not applied to cell C2 but instead to cell C3, although the cursor was inside the boundaries of cell C2. I would therefore recommend optimizing the behavior of the paint bucket icon (which is shown instead of the normal cursor). Alternatively, I would prefer an option of not having the paint bucket icon to appear at all.
