Your description makes me doubt about what happens in Excel when using the keyboard shortcut [HOME] alone / by itself when using Freeze Panes. I know that these keyboard shortcut ([CTRL]+[HOME] and [HOME] alone / by itself) indeed have a similar effect on Google Sheets as it currently happens with recent versions of Calc, meaning that with Freeze Panes the new "Home" is marked by the frozen limits, not by column A nor by cell A1 (matching the new behavior of Calc, no bug).
