Make it extremely simple for end users to submit problematic documents, and let people who are familiar with the Bug Reporting system vette submissions from users, and modify the details as appropriate once the issue has been confirmed. The sad fact is, if I was an average user, there is simply no way I would *ever* take the time to submit a document that had formatting problems, even if I could finally figure out *how* to do it.
