Kendy mention here ( https://gerrit.libreoffice.org/#/c/23421/ ) that the
restart dialog has a single restart message and that we should likely have
unique ones. I had suggested in the gerrit patch that the message for
restarting due to the change in the UI language should be
'In order for the selected user interface language to take effect, ...'
