Asking an American for comment on English... about like asking an Australian for comment on correct pronunciation ;-) However, in this case the "in order for" is probably not needed to avoid ambiguity as the existing phrase is clear. Though one could argue that alerts and warning labels should lead with the action to be performed, e.g. in the restart dialog use "%PRODUCTNAME must be restarted for the updated language settings to take effect" or "%PRODUCTNAME must be restarted for mail merge to work properly" as being more direct and less of a burden for translation.
