This has nothing to do with my bugreport.

It has. As I already mentioned above the bug does not occurs on MS Windows. I
tested it with OpenOffice 4.1 and LibreOffice 5.1 on Windows 7.

On Linux it is more difficult to resolve the paths, however it is possible:
1) retrieve the absolute path of the opened document (“ls -ali”, "readlink -m
<file>", "realpath()", or boost: "path absolute()", "path canonical()"..)
2) from there resolve the relative paths inside the document

I tested the scenario with HTML files. At least Firefox is able to do the job,
even on Linux.
