Description:
I see some shortcuts are disabled in the "customize" options pane, including
the CTRL+SHIFT+[0..9].
Are these shortcuts used somewhere else? I tried finding information about this
but I couldn't and I couldn't find what they do if they are shortcuts for
something.
If not, why are they disabled (i.e. can't add an action for them)?
In any case, there should be some information about why they can't be used and
how I can make them usable if there is a way to do that.

Steps to Reproduce:
1. Go to Tools menu -> Customize
2. Choose Keyboard tab
3. Click in the first list
4. Press CTRL+SHIFT+7
5. The shortcut is disabled - I cannot click on "modify" to assign an action to
it.
Actual Results:
Shortcut disabled, can't assign action to it.
Expected Results:
* Shortcut should be enabled OR
* information about why it's disabled should be displayed
Reproducible: Always
User Profile Reset: No - I haven't touched LibreOffice at all until now
Additional Info:
I'm on Kubuntu 16.10 using the up to date LibreOffice.
