I'm using LibreOffice on Windows and can use the Ctrl+Shift+[0..9] shortcuts.
Therefore please look, whether these shortcuts are occupied by Ubuntu.
Can you customize another shortcut and only these are disabled?
In which module do you try to customize the keyboard?
