I think you're mistaken. Unlike bug 133820, this bug is not about the UI. Or -
mostly not about the UI. The basic suggestion is:
[[[ Footnote separator direction should (have the option to) be inherited. ]]]
This is not about clarity of workflow - unless I'm misunderstanding your
comment.
