It does

I had exactly the same on a Libretto 110.
Mine would boot to a DOS prompt from a floppy, and that was it.

Toshiba replaced the HDD under warranty.

As I understand it, a faulty HDC will produce exactly the same symptoms and 
requires motherboard replacement.
