First thing then is to clear the corrosion. A stiff toothbrush,
first dry, and then with alchohol, may do the job. I tend to use
either a toothbrush or a fibreglass brush designed for cleaning
PCBs, but that can damage the tracks.

I would be wary of using a toothbrush on account of static ... better off to go buy an anti-static brush from your local electronics hobbiest store for $5 that's designed for this sort of stuff and use that. Don't go too hard though, you don't know how badly damaged the solder joints on those components are.
