I would be wary of using a toothbrush on account of static ... better off to go buy an anti-static brush from your local electronics hobbiest store for $5 that's designed for this sort of stuff and use that. Don't go too hard though, you don't know how badly damaged the solder joints on those components are.First thing then is to clear the corrosion. A stiff toothbrush, first dry, and then with alchohol, may do the job. I tend to use either a toothbrush or a fibreglass brush designed for cleaning PCBs, but that can damage the tracks.
