By MinGW I mean both MinGW.org and MinGW-w64. Yes that is true you can cross compile for MinGW, under Linux or under Cygwin. But there are people who do not want to use Cygwin since it is really slow. And obviously there are many who do not want to install Linux just to build libusbx. I'm not aware, whether some form of "make" program is libusbx supports WDK from the very beginning. You can build libusbx with WDK 7.x. But take note the latest WDK 8 relies on VS2012 non-free versions.
