What GPL are you reading? Please show me the part of the GPL which uses
"exactly the same words as the NOTICE condition". I went through it several times,
and it simply doesn't.


Perhaps you are thinking of this requirement from GPL 1? :  "...keep intact all 
the
notices that refer to this License and to the absence of any warranty;..."

The "NOTICE" condition as written in the draft Apache licenses is not 
specifically
restricted to notices "that refer to this License [the GPL] and to the absence 
of
any warranty"; accordingly, it's a stronger condition, and is GPL-incompatible.
