The "NOTICE" condition as written in the draft Apache licenses is not specifically restricted to notices "that refer to this License [the GPL]
and to the absence of any warranty"; accordingly, it's a stronger condition, and is GPL-incompatible.

Derivative Work must include a readable copy of the notices
contained within that NOTICE file, excluding those notices
that only pertain to portions of the Work that have been

The GPL-covered code within the Derivative Work can therefore be distributed
under the terms of the GPL, which by FSF definition makes it compatible.
