There alreay exist a plugin for this, licqgpg. 
If you follow this URL you might find it:

http://www.uni-karlsruhe.de/~us3k/

if you already have a patch, you might want to merge those projects
since the goals are the same. And I don't know if licqgpg is compatible
with the windows plugin.
