In looking at this, I've discovered that Lily appears to add ledger lines
at incorrect positions when rests are moved. I believe that the ledger
lines for the rests should line up with ledget lines for notes: lily
actually put them between the note ledger lines on occasion. I believe
this is incorrect. See attached image with lines added in red to
illustrate.
