Indeed: A 8th and a 16th rest at the same time are too densely stacked,
almost touching each other (cf. `make-relative.ly). This is certainly
useful for special, vertically crowded situations, but bad in general. In
many cases it would be beneficial if just *one* of the two rests get moved,
not both.
It really seems that we need a contextual analysis to find good rest
positions, and that your approach is too simplistic, unfortunately.
