In a certain way, yes: since all tweaks are “external” (i.e., presentation is separated from content), there is usually no need to “maintain” the note-code [once it’s complete/correct]. (An obvious exception would be something dramatic, syntactically, e.g., the huge change in the way chords are coded in Lilypond quite a few years ago.) However, if you intend to take advantage of improvements in Lily herself, there’s no real way to avoid retouching the edition code (e.g., removing “Band-Aid” tweaks to let Lily do her now-better thing, etc.).
