It even says this for 32-bit media. It is just an option that can handle media that aren't the depth as the stage, providing a single interface for multiple bit depth imports. This is not a weirdness in Director. Check out monitor settings for an example of a similar result. The color depth is 16-bit or 32-bit even though 32-bit doesn't provide any more colors than 24-bit. Again, it comes back to the 32-bit architecture.
