You want the DirectMedia Xtra from Tabuleiro de Baina (sp?). That'll do the 
job on Windows.

On the Mac, you can depend on QuickTime--it's shipped with every system for 
at least the past 5 years, and it supports MPEG-1. If there's another 
reason you don't want to use QT on the Mac, Tabuleiro makes another Xtra--I 
think it's the MPEG Xtra--that, I believe, is cross-platform, but not as 
powerful as the DirectMedia Xtra.
