True that it is a bad idea, and that it should be a user
controllable thingy, but an OS can tell what acceptable
refresh rates are because how else can you set them using
the Settings tab in the Display Properties?  It could be
that the Display Properties tab is an application that
is running inside of the OS, not necessarily a part of
the OS, but I don't think so.

My bet is that the information is stored somewhere in
the Registry (on PC, no idea on Mac) and that you could
probably try to find it using BuddyAPI -IF- you knew
what you were looking for.

Still, changing a user's resolution is a bad idea.
Better to check the current resolution, and if it isn't
the best one, alert the user to change their resolution
for best results.
