This doesn't surprise me. I think it's a bug, but not as bad as it might 
look. The Dutch use the period as the thousands separator, and the comma as 
the decimal separator.

In other words, this number in New York:
1,000.50

would be this in Amsterdam:
1.000,50

"Put 1.4" in a Dutch system should give the same as "Put 1,4" in an English 
system. In other words:

-- Welcome to Director --
put 1,4
-- 1 4

A couple of things  to try--did you set the country and language? Have you 
tried it on a Dutch system, preferably with German Director?
